And a tree with 15-30% decay is really not much of a threat.

Number 2 look at the base of his tree the one side the all the bark looks normal the other side there is a little bit of deformation in the bark and more importantly the flare at the base of the tree does not look right it pops out and looks puffy just above the root flare. A good flare comes down and out on a parabolic arch. On oaks especially this shows that it's a bad tree.
