On a nice day like today, you can easily get 1000 people doing a lap of the Bay, spread out over 7km of walking and cycle paths. 99% of those people walk or run sensibly and stay in their lane and don't stuff things up for everyone else. Then you get a tiny minority who just have no idea, and walk or run anywhere they like, regardless of the impact this has on everyone else trying to enjoy getting a bit of exercise. Their level of entitlement is off the scale, and some of them can get quite abusive when you ask them to be considerate and sensible.
What's the point of walking in an area with beautiful scenery if you spend the entire walk staring at your phone?
